MINUTES OF JANUARY 18, 2005

Vice-Chairman Peter Latincsics called the meeting to order at 7:37 p.m.

D. New Business
1. Review and approval of renewal of special permit for Heritage Oil, Inc., 17 River
Road (Map 5, Lot 3b). Owner: Kenneth Uppling
Jones said a complaint was made by a neighbor in 2002 but not investigated. Jones asked Mr. Uppling about the complaint; Mr. Uppling answered each aspect of the complaint to the satisfaction of the Commission. Jones said he or Agent Yorgensen had visited the business “on a number of occasions” and had “never seen anything improper.”
MOTION: To approve renewal of special permit for Heritage Oil, Inc., 17 River
Road. Renewal will expire on January 31, 2006.

Result: Motion passes unanimously.
2. Discussion of Plan of Conservation and Development Draft
The Draft was not yet complete and was therefore not discussed.

The Commission will hear brief comments at this time from anyone wishing to
speak. No business can be conducted here nor can any comments be made about
any Public Hearing item.

MOTION: To approve the January 4, 2005 minutes.

Result: Motion passes 2-0-2 (Rizdon, Dinallo abstain).
J. Correspondence
1. Letter dated January 14, 2005 from Jones to John Rys, 75 Common Road
re: Temporary/Portable Structures
Jones said that temporary or portable structures are not allowed in Willington.
K. Staff Report and Discussion
Subdivisions, their impact on the Willington school system, and the PoCD were briefly discussed.
